VACANCY ANNOUNCEMENT: CHIEF MANAGER, CONSTRUCTION, OPERATIONS & MANAGEMENT Grade 2; Positions (1)

Konza Technopolis Development Authority (KoTDA), the implementing agency under the Ministry of Information, Communications and Technology (MoICT) is seeking competent, capable, ambitious, self-motivated and dynamic individuals that demonstrate the appropriate expertise and experience to contribute to the development of the Konza Technopolis into a sustainable world class technology hub.

The Mission of Konza Technopolis Development Authority is “to develop a sustainable smart city and innovation ecosystem contributing to Kenya’s knowledge economy”. Konza Technopolis as an area of Innovation is especially suited to Education Institutions, Research & Development Centres and Commercial interests in the sectors of Life sciences, Engineering and Information Technology Enabled Services (ITES). To this end the Government Of Kenya has begun the process of upgrading Phase 1 horizontal infrastructure, construction of the KoTDA Hub, the Government cloud infrastructure and establishment of Kenya’s first dedicated research and innovation University. Konza Technopolis is also a special economic Zone with Incentives targeted at participating enterprises.

Job Specification Duties and Responsibilities

  1. Co-ordinating and facilitating delivery of the Konza Technopolis overall objectives;
  2. Developing, coordinating, implementing, and regulating infrastructure policies, plans, strategies and programs;
  3. Overseeing the construction of infrastructure and the provision of high-quality municipal services;
  4. Oversee all real estate development at Konza Technopolis by managing construction and the provision of high-quality municipal services ;
  5. Coordinating various studies and schemes to ensure all aspects relating to the development of infrastructure and provision of technical services at Konza Technopolis are carried out in a sustainable and cost-effective manner;
  6. Overseeing preparation engineering cost estimates;
  7. Overseeing the issuance of completion certificates for works done and payments to contractors and service providers;
  8. Ensuring quality assurance and control of infrastructure constructions.
  9. Coordinate various studies and schemes to ensure that human, building and other resources are utilized to the best advantage;
  10. Initiate and oversee any works necessary for protection and preservation of natural resources and the environment;
  11. Coordinate the development and maintenance of modern Municipal buildings facilities.
Person Specification  For appointment to this grade a candidate must have:

  1. At least Twelve (12) years’ work experience in construction, operation and maintenance in public service or private sector, five (5) of which must be in a Senior management position.
  2. A Bachelor’s Degree in any of the following; Architecture, Building Economics, Construction management, Civil Engineering, Electrical Engineering, Mechanical Engineering, Chemical Engineering, Sanitation, ICT Engineering, Environmental, or equivalent qualifications from a recognized institution;
  3. Master’s Degree in any of the following; Architecture, Building Economics, Construction management, Civil Engineering, Electrical Engineering, Mechanical Engineering, Chemical Engineering, Sanitation, ICT Engineering, Environmental, or equivalent qualifications from a recognized institution;
  4. A Leadership Course lasting not less than Four (4) weeks from a recognized institution;
  5. Membership of a relevant professional body and in good standing.
  6. Proficiency in computer applications;
  7. Demonstrated results in work performance; and
  8. Meet the provision of Chapter Six of Constitution.
